E-Rate FY2025 – Wave 15 Funding Commitments Issued
Good morning, E-Rate Community,
I want to make you aware that due to a USAC email system issue, funding Wave 15 awardees did NOT receive emails with their Funding Commitment Decision Letters (FCDLs) last Thursday. It’s uncertain if USAC will be able to issue the emailed FCDLs after the issue is fixed, so if your entity’s name is listed below, log into your EPC portal and download your FCDL under the “News” tab.
This wave includes commitments for both Category 1 and Category 2 requests. A list of the 31 funded applicants is below. If you are included on this list, your Form 471 contact and EPC Account Administrator (AA) would have normally received an email with a .pdf of the FCDL(s) attached; however, due to the system error, those emails were not sent. Please download the FCDL from the EPC portal and review carefully to make sure you agree with USAC’s decision.

If you were NOT included in these waves, it just means that your application hasn’t yet been reviewed/decided. Be watching for an email for notification that your PIA questions are available in EPC. As soon as the questions are answered, you’ll likely be in an upcoming funding wave. A funding wave will be released each week until all applications have been decided. If you have an application still pending and have not received any PIA inquiries, or it’s been 60+ days since your last PIA correspondence, you can try to have your application escalated by 1) call CSC at 888-203-8100 and ask that your application be escalated for review; and/or 2) email the PIA reviewer and ask if they have any additional questions.
A few notes:
— The next step is to file the Form 486 in EPC. Because it is after July 31, you should NOT check the Early Filing box on the form. Also, please be careful to check the accurate CIPA certifications on the final page (don’t get click happy!). –Contact your vendors to request discounted billing if you so desire.
— If your FRN was modified or denied, the last page of your FCDL will explain why the funding request was modified. If you do not agree with the modification or the denial, please consider submitting an appeal to USAC within 60 days of the FCDL date. If you’re unsure whether you should appeal, please let me know, and I can provide guidance.
